The Tradewater US ODS 10 project destroys legacy ozone‑depleting refrigerants to prevent their release into the atmosphere. It targets stockpiled R‑11 that would otherwise remain in storage and eventually leak or be vented during handling and use. The project collects this material from the United States and destroys it at a permitted hazardous waste incineration facility in East Liverpool, Ohio. By eliminating a high‑GWP refrigerant that is no longer needed, the project addresses the climate and ozone risks posed by aging stocks of chlorofluorocarbons that are not required to be destroyed under current U.S. law.
R‑11 stored in three ISO tanks from a Virginia facility was transported by licensed hazardous materials carriers to Heritage Thermal Services and destroyed in a rotary kiln incinerator. The incinerator operates at high temperatures to ensure complete combustion. Across three destruction events, the project destroyed 94,100 pounds of ODS, producing 198,196 tCO2e in net emissions reductions after accounting for project emissions. The project quantifies reductions by comparing the baseline of eventual leakage (100% emissions) to the with‑project scenario of destruction. Once destroyed, the reductions are not reversible.
The project is located at Heritage Thermal Services in East Liverpool, Ohio, United States. It uses carriers with DOT hazmat licenses and a destruction facility that maintains RCRA and Title V Air permits and regulatory compliance. Tradewater is the project proponent and holds title to the refrigerant and resulting credits. The project applies multiple QA/QC controls, including calibrated scales, AHRI‑certified laboratory analysis, and continuous emissions monitoring to confirm destruction. Identified positive environmental impacts include preventing air pollution and hazardous releases. Tradewater indicates it anticipates additional ODS destruction projects as long as recovery, reclamation, and eventual leakage remain business as usual.
